The standard staffing norms for employees of preschool educational organizations have been updated with the following provisions:

In preschool education and training organizations where special groups for children with disabilities have not been established, a staff position for a special educator (defectologist, speech therapist, oligophrenopedagogue, surdopedagogue, tiflopedagogue) is determined based on the following criteria:

— 0.5 staff unit for one child with disabilities;

— 1 staff unit for 12-14 children with disabilities.

In preschool education and training organizations for children with intellectual disabilities and in organizations that have created special groups for such children, one staff unit for a defectologist (defectologist, oligophrenopedagogue) and a speech therapist is established for each group.

In preschool education and training organizations for children with musculoskeletal disorders and in organizations that have created special groups for such children, one staff unit for a defectologist (defectologist, oligophrenopedagogue), a speech therapist, and a physical therapy instructor is established for each group.

The document states that the establishment of staff units is carried out within the limits of the staffing numbers and corresponding expenditures.

An addition is made to the standard staffing norms for workers in primary, basic secondary, and general secondary education organizations:

In "School-Kindergarten" complexes, general education schools, lyceums, gymnasiums (school-lyceums, school-gymnasiums), experimental sites, and boarding schools, the staff position for a special educator (defectologist, speech therapist, oligophrenopedagogue, surdopedagogue, tiflopedagogue) is established based on the following criteria:

— 0.5 staff unit for one child with disabilities;

— 1 staff unit for 12-14 children with disabilities.

Staff units are also established within the limits of the staffing numbers and corresponding expenditures.

In special educational organizations that have one or more preschool groups, the following positions are established for each group:

— educator — two staff units;

— surdopedagogue in groups for children with hearing impairments, tiflopedagogue in groups for children with visual impairments, oligophrenopedagogue (defectologist, defectologist) in groups for children with intellectual disabilities — one staff unit.

If there are organizations for orphans and children without parental care who have disabilities, a staff unit for a special educator is established for each group of children:

— for children with hearing impairments — surdopedagogue;

— for children with speech impairments — speech therapist;

— for children with visual impairments — tiflopedagogue;

— for children with intellectual disabilities — oligophrenopedagogue (defectologist, defectologist).

The standard staffing norms for workers in special educational organizations that assess educational needs and provide special psychological and pedagogical support to children with disabilities have been modified.

In particular, in psychological-medical-pedagogical consultations:

— the position of psychiatrist and neurologist has been reduced from 1 to 0.5;

— the position of otologist and ophthalmologist has been reduced from 1 to 0.25.

0.5 positions for a social educator have been added, as well as a registrar and statistician position.

The standard staffing norms for rehabilitation centers, psychological-pedagogical correction offices, and centers for supporting children with autism have been established. The staff of the rehabilitation center should include:

— neurologist — 0.5

— otologist — 0.5

— ophthalmologist — 0.5

— rehabilitation physician — 1

— educational psychologist — 1

— speech therapist — 1

— defectologist (defectologist, oligophrenopedagogue) — 1
