Serik Zhumangarin was born in 1969 in Aktobe. He graduated from the Moscow Lenin Order and October Revolution Order Energy Institute, the Karaganda State University named after E.A. Buketov, and the International Academy of Business.

From 1993 to 2004, he was engaged in entrepreneurial activities.

In 2005–2006, he served as the deputy head of the economy and budget planning department in Aktobe; head of the entrepreneurship department in Aktobe.

From 2006 to 2007, he was the deputy head of the Agency of the Republic of Kazakhstan for Natural Monopolies Regulation in the Aktobe region.

In 2007–2008, he held the position of head of the Agency of the Republic of Kazakhstan for Natural Monopolies Regulation in the Aktobe region; Director of the Department of the Agency of the Republic of Kazakhstan for Natural Monopolies Regulation in the Aktobe region.

Between 2008 and 2010, he was the deputy chairman of the Trade Committee of the Ministry of Industry and Trade of the Republic of Kazakhstan, Director of the Trade Development Department; deputy chairman of the Board of JSC "Kazakhstan Contract Agency."

From 2010 to 2011, he served as the deputy and first deputy chairman of the Board of JSC "National Agency for the Development of Local Content 'NadLoc'."

In 2012–2013, he was the director of the regional policy and interbudgetary relations department of the Ministry of Economic Development and Trade of the Republic of Kazakhstan; chairman of the Regional Development Committee of the Ministry of Economic Development and Trade of the Republic of Kazakhstan.

From 2013 to 2014, he was the vice-minister of regional development of the Republic of Kazakhstan.

In 2014–2017, he served as the chairman of the Committee for Natural Monopolies Regulation and Competition Protection of the Ministry of National Economy of the Republic of Kazakhstan.

From 2017 to 2019, he was the vice-minister of national economy of the Republic of Kazakhstan.

In 2019–2020, he was a member of the Board (minister) for competition and antimonopoly regulation of the Eurasian Economic Commission.

From 2020 to 2022, he served as the chairman of the Agency for Protection and Development of Competition of the Republic of Kazakhstan.

On August 15, 2022, he was appointed acting deputy Prime Minister — Minister of Trade and Integration of the Republic of Kazakhstan.

On September 2, 2022, by the decree of the President of the Republic of Kazakhstan, he was appointed deputy Prime Minister — Minister of Trade and Integration of the Republic of Kazakhstan.
