As part of the implementation of the "Businesske Zhol" project, the Anti-Corruption Service, in collaboration with the National Chamber of Entrepreneurs "Atameken," has defended the rights of 25,000 entrepreneurs in just 11 months of this year (since the project's inception, 47,000, 2022-2024).
In the past two years (2023-2024), the Anti-Corruption Service has registered 7 criminal cases for obstructing lawful entrepreneurial activities (Article 365 of the Criminal Code) and 53 administrative offenses related to interference in business (Article 173 of the Code of Administrative Offenses).
Businesses primarily complain about the actions of government bodies regarding non-payment by customers for delivered goods, the unlawful imposition of restrictions on accounts by tax authorities, and unjustified refusals by local executive bodies to issue land permits, licenses, and subsidies.
An analysis showed that these issues stem from insufficient automation of business processes. Therefore, the meeting discussed measures being taken by authorized government bodies to eliminate identified corruption risks.
The business community was presented with opportunities from the Unified Business Support Portal "BGOV," the Geoportal of the State Urban Planning Cadastre, the State Information System for Subsidies, and information systems such as eQurylys.kz, "Single Window for Procurement," and others.
Additionally, IT companies showcased their developments aimed at simplifying business operations.
During the discussion, entrepreneurs raised several problematic issues concerning the shortcomings of certain information systems' functionalities.
Overall, the event facilitated the establishment of dialogue among business, government, and the IT sector.
As a result of the meeting, a Roadmap for eliminating corruption risks in the specified areas is planned to be developed.
